Responsible dog owners.Or not.?

It peeves me to see and quite often plastic bags by the side of country tracks and in parks areas of beauty with what I ume are filled with dog droppings.Yes dog droppings can pose a risk but left naturally will decompose in a week or two.To leave them in bags that may take months or longer to decompose then they once again become a risk when the bag rots.Should we fine dog owners not for not dealing with their dog mess but for not removing it entirely to be disposed of safely,including a charge of littering the countryside.I cannot see the purpose of bagging and dumping.
