How did the US Constitution solve the problem of voting....since 9 out of 13 votes was considered a majority?

in order for a law to be ped or vetoed, nine out of thirteen votes were sufficient enough for the decision to be made final. this was true under the articles of confederation, but how did hte US Constitution resolve this problem?
